Abstract: | In this article we present a study of Digital Educational Resources (DER), an innovation that was part of the National Textbook Plan (PNLD) in 2014. We analyze this initiative in from the perspective of different stakeholders, including government, publishers and developers. We also conducted an analysis of resources submitted for consideration to the PNLD. We discuss how the policy, in spite of its limited longevity and impact, resulted in changes to the workflow of resource production. We point to more recent changes to PNLD including open educational resources, discussing how they might have been influenced by this innovative policy. |
