Abstract:	The present work seeks to understand, through process tracing, the American response to the 9/11 attacks and the failure to implement a stable democratic regime in Afghanistan. It argues that American foreign policy deviated from realist principles, so that some decisions can be considered irrational. The greatest example of this was the Global War on Terror, a counter-terrorism agenda that implied an increase in unnecessary interventions in the Middle East, beginning with the War in Afghanistan, and the worsening of the terror problem. Among the reasons for favoring the use of force over diplomacy and the balance of power are the interests of the groups that make up the Military Industrial Complex and their need to build a new public enemy, against which American foreign policy was to be redirected. It also shows that this policy undermined the creation of clear strategic objectives in the war and reconstruction of Afghanistan.
