Abstract:	This study deals with the recent change in Brazilian immigration legislation, with the repeal of the Foreigner Statute (law n. 6,815/80) and the enactment of the Migration Law (n. 13,445/17). It takes into account recent changes in migration to Brazil, the most remembered examples being the entry of Haitians and Venezuelans. The main objective of the research is the description of the process of change of the Brazilian migration policy. To this end, based on John Kingdon's theory of multiple streams, the processes of policy formulation, agenda setting and decision are analyzed, based on the dynamics established between participants in problem, policy and politics streams. Windows of opportunity and policy entrepreneurs that influenced this process are highlighted. The study identifies the participants in the process, the problems that led to the reform, the location and form of the formulation of the policy alternatives, the influence of the politics factors on the agenda, and the decision process. Interviews were conducted with representatives of the Executive branch, Legislative branch, civil society organizations, academia, international organizations, and other interest groups. The analysis of the problem stream led to the identification of normative, factual, institutional and symbolic problems. Normative and factual problems presented themselves in a more homogeneous way. The analysis of the policy stream identified three main locus of production of alternatives: the National Conference on Migrations and Refuge, the Commission of Experts and the National Immigration Council. It was identified that the network of this policy community behaved in a fragmented and competitive way. In the analysis of the politics stream, the strength with which the interest groups acted, whether they were contrary or favorable to the reform, was identified. Within the scope of the decision, it is presented the formation of two windows of opportunity and the strategies used by the policy entrepreneurs to conduct the process. As practical contributions, the process is systematized in facilitating and hindering factors. The next steps and challenges that follow with the implementation of the reform, useful information for policy managers and interest groups related to migration, is presented as well. In the theoretical contributions, the research supports the adaptation of the multiple streams theory to the Brazilian context, demanding the unfolding of some categories of participants, such as the category of political nominees. Besides, it proposes the inclusion of new actors, such as international organizations and organizations of the judiciary system like Federal Prosecutors (MPF) and the Public Attorneys (DPU).
