Pessoas com deficiência : a trajetória de um tema na agenda pública

Abstract

Considerando-se a temática da deficiência como um subtema dos direitos humanos, esta dissertação de Mestrado tem por objetivo identificar de que forma e quem são os atores que influenciam a inserção do tema da deficiência nas agendas pública, política e go-vernamental. Os principais referenciais teóricos são as teorias de análise de políticas públicas, as teorias do chamado agenda-setting, as teorias sobre cidadania e os modelos biomédico e social da deficiência. São realizadas entrevistas com atores ligados ao te-ma, entre parlamentares, agentes governamentais e representantes da sociedade civil engajados na luta pelos direitos das pessoas com deficiência. O estudo analisa notícias publicadas pela Agência Câmara de Notícias entre 2000 e 2008, ano da ratificação da Convenção sobre os Direitos das Pessoas com Deficiência, firmada pela ONU em 2006 e ratificada pelo Brasil em 2008. Mais uma vez, o objetivo é identificar em que momen-tos questões sobre deficiência são debatidas e que atores influenciam o debate. A pes-quisa mostra que a discussão se dá por influência de alguns grupos: as próprias pessoas com deficiências, seus familiares ou profissionais ligados ao seu cuidado. __________________________________________________________________________________________ ABSTRACT

Considering the subject of disability as a subtheme of human rights, this Master‘s degree thesis aims to identify how and who are the actors influencing the inclusion of the issue of disability in public, political and governmental agendas. The main theoretical frameworks are the theories of public policy analysis, theories of so-called agenda-setting, theories of citizenship and the biomedical and social models of disability. There are interviews with actors who are related to the subject, among parliamentarians, government officials and civil society representatives who are commited in the struggle for the rights of disabled people. The study analyzes news that are published by the Chamber News Agency between 2000 and 2008, the year of ratification of the Convention on the Rights of Persons with Disabilities, signed by the UN in 2006 and ratified by Brazil in 2008. Again, the goal is to identify moments in which disability issues are discussed and actors that influence the debate. Research shows that the debate is influenced by some groups: persons with disabilities, their families or professionals involved in their care.
