Abstract: The generalized crisis in which the country has been mired in the 1980's deprives us of the century-old consolation that the vicissltudes of the moment are simply a fase, a stage in the process of development, and bares the cruelty of the fact that the great ctrrrent economic challenge is to obtain new loans in the international financial market in order to pay the service of the foreign debt, only the service. With the difficulty in achieving the historie rates of development of the previous decades there emerge structural questions whic the dynamics of the capital-importation model permitted to be forgotten, such as the case of the concentration of land, the underuse of the land factor, the dilemma of the landed estate (latifúndio) versus the ever-growing contlngent of those who are deprived of their means of produetion. This issue breaks the ideological dichotomy which devides the urban and the rural to the extent that the great urban problems of today - underemployment, violence, and -the generally poor quality of life in the cities - have their origin, to a large degree, in the conditions under which the rural populations are expelled from the fields. Only the incorporation of the urban sectors in the defense of agrarian reform will bring about the political conditions for it to.effectively take place. A difficult, but necessary, comnrunication strategy. Otherwise agrarian reform will not develop beyond the levei of political disccurse, since its beneficiary, the peasant, remains excluded and lacking in representation, both historically and in the current alignment of political institutions. 04 The ways in which the discourse of agrarian reform substituted/illuded the realization of this government program in the last 40 years,are the primary work. Subsequently, in counterpoint, demonstration of the present we examine two moments in the history of the peasant movement, in the 60's and 80' s, in which this issue overflowed at the institucional levei. The first two parts of the thesis, while offering a few inferences about the discourse maneuvers, do not pretende to offer more than an historie basis, in synthesis, for the more specific objetive whicb is to analyze aspects of the journalistic coverage of the reform, given the possibilities that arose amcng the first intentions of the New Republic. As to the more recent period, we concerned ourselves with the relevant journalistic events prior to the renewal of ccnflicts of interests during the National Constitutional Assembly.
